关键词一:准入放宽  
新规允许国有企业相对控股,进一步放开行业内各主体之间的投资限制。放宽投资主体准入门槛的背后,则是民航业不断增加的投资数额。“十三五”期间,民航机场建设投资将持续保持高位,2017年完成基本建设固定资产投资825亿元,新实施的规定将为国内各投资主体投资运输机场、通航产业和通用机场创造有利条件。

Key Word One: Relaxation Capital Access
The new regulations allow state-owned enterprises to be the shareholders and further liberalize investment restrictions for the industry. It is the increase investment in the civil aviation industry that is the backside of the liberalization of the entry threshold for investment. During “the 13th five-year plan” period, the construction investment of civil aviation airport will continue to remain increase, and the investment of fixed assets reached RMB82.5 Billion in 2017. The new regulations will create favorable environment and conditions for the investors to invest in transport airports, aviation industry and general airports.

关键词二:多领域不设限  
新规第五条:“国有投资主体和非国有投资主体可以单独或者联合投资民用航空业。”由此可见,除新规明确规定的投资公共航空运输、民用运输机场、空中交通管制系统、航空燃油销售储运加注方面的限制外,国内各类主体投资通用航空、通用机场、飞机维修、货运仓储、地面服务、航空食品生产销售、停车场、客货销售代理、计算机订座系统服务、航空结算及民航其他相关项目,均无投资准入限制。

Key Word Two: No limit in Multiple Areas 
Article 5 of the new regulation mentioned:" State-owned investment entities and non-state-owned investment entities could invest independently or jointly in the civil aviation industry." Therefore, there are no investment access restrictions for all kinds of domestic investors to invest in general aviation, general airport, aircraft maintenance, cargo storage, ground service, aviation food production and sales, parking lot, sales agents for passenger and freight, computer reservation system service, aviation settlement and other related projects of civil aviation.

关键词三:消除垄断 
新规允许民航业同业相互投资。其实,就是来保证它的市场竞争性,避免出现这种排他性的一些垄断。致使众多的民营企业、民间的资本也可以纷纷加入,为行业的发展提供了新的动力。推进了国际和国内两个市场的发展,从飞机维修,到机场运营服务管理全产业链都有较大的提升。这一变化也许会带来整个服务行业的水平提升,对消费者来讲也同样会有好处。

Key Word Three: De-Monopolization
The new regulations allow the civil aviation industry players to invest in each other. In fact, it is to ensure its healthy competition in the market and avoid such exclusive monopoly. Furthermore, many private enterprises and private capital could also join in, providing new impetus for the development of the industry. It can promote the development of both international and domestic markets, from aircraft maintenance to airport operation and service management. This change may lead to a rise in the overall standard of the industry service, which will also benefit consumers.

总而言之,新规旨在鼓励、支持和引导国有和非国有主体投资民航业、规范民航企业之间的投资行为,民营资本将有更多机会分食,一个万亿级大蛋糕。截止到2018年1月底,第八届inter airport China95%的展位已被预定,展出面积超过10000平米,预计有200多家展商和品牌参加展会。继2016年的德国展团和瑞典展团,今年新增英国展团、意大利展团和丹麦展团,他们的海外风采势必让人眼前一亮。

All in all, the new regulations are aiming to encourage, support and guide state-owned and non-state-owned enterprises to invest in civil aviation and regulate the investment behaviors among civil aviation enterprises, and private capital will have more opportunities to share a trillion RMB market.
By the end of January 2018, 95% of the booth of the 8thinter airport China has been booked, with an exhibition area of over 10,000 square meters and over 200 exhibitors and brands at the show.  After the Germany Pavilion and Sweden Pavilion Presented in 2016, this year, British Pavilion, Italy Pavilion and Denmark Pavilion will also participate at this leading International event.
